Do you face obstacles when recruiting across borders?

The European Commission would like to know the views and experience of companies on the obstacles they face when recruiting across borders in terms of skills and qualifications.

Beci and Enterprise Europe Brussels invite Brussels companies to respond to this survey in order to make their voices heard in order to contribute to the European Commission's simplification efforts.

Barriers to cross-border recruitment may include:

  • Understanding, trust and acceptance of skills and qualifications obtained in other EU Member States, including in non-regulated professions.
  • Recognition procedures for access to regulated professions for EU citizens.
  • Recognition of qualifications and validation of skills of third-country nationals.

This initiative on the recognition of qualifications or skills across borders aims to facilitate labour mobility, strengthen the single market and help address labour and skills shortages by making the EU more attractive to global talent.

The potential legislative initiative is expected to be adopted in the third quarter of this year and will explore ways to:

  • digitize learning certificates
  • improving the transparency of skills and qualifications
  • modernising the processes for the recognition of regulated professions
  • create a European framework to simplify procedures for the recognition of qualifications and competences of third-country nationals.

This initiative contributes to the Commission's simplification efforts to reduce burdens and costs for employers and workers. The survey is open for contributions until March 25, 2026. It takes about 10 minutes and can be accessed via this link. Translations into national languages are available.
